To configure the announcement, go to Settings-->Options-->Timeclock tab-->Announcement Web Banner

Address - Paste a web address into the Address field or use the Browse button to select an a web page on your local file system.
Height - Set the height in pixels that the banner will be displayed at the top of the Timeclock app.
Start and End Dates - The announcement will only be displayed during the period selected.
